Steve Arney
FOUNDER, DIRECTOR AND TEST & EVALUATION SPECIALIST
Steven Arney brings to Phinteq a distinguished blend of military leadership, technical acumen, and strategic insight. With a career forged in high-stakes operational environments, Steven is deeply committed to elevating the performance, capability and safety of complex defence and government systems.
Prior to his role at Phineq, Steven served with the Royal Australian Navy (RAN) where his command and staff appointments provided him with a first-hand understanding of mission-critical systems, asset lifecycle management and organisational transformation. His experiences across operational, technical and strategic domains give him a rare vantage, combining front-line awareness with whole-of-system thinking.
At Phinteq, Steven leads our direction with a focus on:

Steven holds formal qualifications in engineering and program management, and he remains committed to continuous learning – both personally and across the Phinteq team – to ensure we stay ahead of emerging technologies, changing threat environments and evolving capability needs.
In his spare time, Steven maintains a keen interest in mentoring the next generation of technical leaders and stays active supporting veterans’ initiatives and community service programs.

Penelope Twemlow
CHIEF OPERATIONS OFFICER AND SAFETY & RISK SPECIALIST
Penelope Twemlow is the Chief Operations Officer at Phinteq, bringing a powerful combination of operational leadership, technical expertise and a deep commitment to capability development and risk-management in high-stakes environments. A veteran of the Royal Australian Navy (RAN), Penelope served as a Maritime Warfare Officer, and later as a Naval Police Investigator – an experience that cultivated her strong strategic decision-making, operational discipline and unwavering focus on safety and mission success.
Following her Defence service, Penelope built an outstanding executive career across energy, infrastructure and government sectors, including leadership of the not-for-profit Women in Power (which she co-founded and chairs) dedicated to advancing women across trades, engineering and leadership roles. Her tenure as CEO of Energy Skills Queensland (ESQ) placed her at the forefront of workforce development, industry regulation and safety in the energy and mining sectors.
At Phinteq, Penelope leads the operational heartbeat of the organisation, shaping strategy, overseeing delivery, ensuring technical excellence and cultivating a culture where innovation, integrity and diverse thinking are the standard. Her experience spans complex programmes and projects, capability assurance, safety and risk management and culture change, all infused with her commitment to translating Defence-grade professionalism into real-world outcomes.
Penelope’s accolades reflect her impact: she has been recognised with awards such as the Queensland Telstra Business Women’s Award for Social Enterprise & Not-For-Profit, and the People & Culture category winner a the Women in Defence Awards. Alongside her professional achievements, she remains a passionate advocate for veterans, mental-health awareness and empowerment of under-represented groups in technical industries.

Harrison Arney
IT and security officer
Harrison Arney is Phinteq’s IT and Security Officer, responsible for safeguarding the organisation’s information systems, infrastructure, and compliance posture across all domains of operation. Bringing together a strong technical foundation and a practical understanding of Defence Industry Security Program (DISP) requirements, Harrison oversees both cyber and physical security frameworks, ensuring Phinteq’s environments meet the highest standards of integrity, availability, and confidentiality.
With a background spanning business development, systems administration, and security governance, Harrison combines strategic thinking with hands-on capability. He manages privileged access controls, develops and enforces security policies, and leads awareness initiatives that strengthen organisational resilience. On the IT front, he ensures the stability, reliability, and scalability of Phineq’s digital ecosystem, from endpoint management to infrastructure optimisation.
Beyond his security responsibilities, Harrison has been instrumental in advancing Phinteq’s digital transformation, designing and implementing AI-driven workflows and automation tools that streamline operations and reduce manual effort. His cross-functional experience, from policy development and innovation, reflects his commitment to enhancing both the company’s technical efficiency and its long-term security maturity.
A collaborative problem-solver and forward thinking technologist, Harrison continues to drive Phinteq’s mission of delivering Defence-grade reliability through modern, intelligent, and secure solutions.

Victoria Arney
Business Administration and finance officer
Victoria Arney is Phineq’s Business Administration and Finance Officer, providing the operational backbone that keeps the company running with precision, efficiency, and accountability. With a strong focus on organisational excellence, Victoria oversees financial management, administration, and compliance activities that support Phinteq’s day-to-day operations and long-term strategic objectives.
Her role spans the full spectrum of business support – from managing financial reporting, payroll, and procurement, to coordinating contracts, documentation, and corporate governance activities. Victoria is known for her meticulous attention to detail and her ability to translate complex administrative and financial processes into clear, reliable outcomes that enable the technical and leadership teams to focus on delivery.
A trusted and steady presence within the organisation, Victoria ensures that Phinteq’s internal systems and financial frameworks remain robust, transparent, and compliant with Defence industry standards.
